Live meeting can accommodate up to 1250 delegates making this a very scaleable solution. The service is a fully hosted solution that includes a choice of either low pay-per-use or flat monthly subscription pricing.

To join the meeting you will require a small free download to install Live Meeting on your PC, you enter your sign in name you have provided and the URL of the Live Meeting Service.

In terms of licensing you are required to purchase (buy) a license for each person who needs to organise/schedule meetings. An organiser can schedule meetings for presenters so it may well be that you only require one license in total.
